Good day sir

Actually it is my first post here and i am looking foirward to get some help from you ... i know that ur last post was in 2007 i am not sure but i am in need to your kind help

I just recently had an issue where a user sent a message out to virtually everyone in my organization. I cannot find a logical way to limit the amount of people a user can send to within\out the organization in Exchange 2007. I have found ways to limit everyone, but obviously my upper management folks are NOT going to like being included in that limit. I am NOT an Exchange 2007 pro as of yet, so i will so thanful if the solution will be step by step

Server 2003 and Exchange Server 2007 is in the handling of recipient limits.
Exchange 2007 treats a distribution group as one recipient. Exchange 2003
treats each member of the expanded distribution list as one recipient. This
change was implemented to avoid the partial message delivery scenarios that
may occur in Exchange 2003.

2) SMTP VS: Restrict max number of recipients for particular SMTP VS -
different settings possible for different SMTP VS - one for internet, one
for messages sent over a particular Connector for partner A (where SMTP VS 2
is the Bridgehead), etc.
3) User setting: Selectively restrict a smaller number of users to only be
able to send to less number of recipients

See if setting the "Maximum recipients" value (found in the "Delivery
options" in the "Mailflow Settings" tab of the user's property page)
will do what you want.
