For a 1-time fix: Insert > Symbol > Font - (normal text) > pick n-tilda.
It's on the 4th row toward the right on my system.

Also notice in the Symbol dialog that when you select the � character, the
bottom of the dialog says that the shortcut key is Ctrl+~,N. That means you
hold down the Ctrl key while you press the ~ key (which on a US keyboard
requires you to press the Shift key at the same time), then release those
keys and press the N key. If you press Shift and N together, you'll get �.

One more note: The dialog also shows that the ASCII code of the character is
241. So you can hold down the Alt key while you type the number 0241 on the
number pad (with NumLock turned on) to get �. That works anywhere in
Windows, not just in Word. You can also use Alt+0209 to get �.
