You could get a copy of XP Pro or Vista and install MUI(Multilingual User
Interface). This installs all languages and you can switch between them by
using the Control Panel. The copy of XP or Vista must be English-US as far
as I know. This localizes buttons shown by message boxes, menus, and the
Start Menu. Unfortunately, it's not free, but if you have MSDN subscription,
then you can get it.

That won't help. I was looking for a solution which works on any
machine, not just my local machine. So either the information has to be
available on a stock Windows machine, or the software has to provide the
information by itself. I implemented the latter now.
