I can only view different windows and applications in the maximized view
only. When I click on the restore down button the window disappears completly.

If you are writing a program which is doing this, as this is a
programming group, then likely the location of the window is set badly.
Set the location to 0, 0.

If you are discussing general applications in windows, a better group
would be something like Microsoft.Public.WindowsXP.General, or whichever
OS you are using. It _sounds_ like the windows are possibly off the
screen, such as on a second monitor.

This is a bug in Windows. The work around/fix is to maximize the windows in
question and then right click the task bar and select Cascade Windows.

In the future, please post general Windows questions in a
Microsoft.public.windows... group.
