I can't reproduce this behavior. I'd start by removing the most receive
Outlook update or restoring to a restore point just prior to when you first
noticed the behavior.

Well, I'm still not sure what caused this problem, but "Update for Microsoft
Office Outlook 2007 Junk Email Filter (KB981726)" seems to have fixed it.
