My cousin has Outlook 2007, and has reported that starting about a
year ago, when they respond to a message, the sender gets a message
consisting solely of "???" in the body, and then the sender thinks
they have done something wrong. They are truly "???" without the
quotes. Her daughter says their Out-of-office must be turned
on....wrong, it's never on.

Anyone have any ideas?

This is a home comcast account, so presumably POP.

Your cousin should check what encoding is being specified for the messages.
Tools>Options>Mail Format>International Options.
