I have searched previous statements and many others have had the same issue.
I've also tried to file a "free" support request but it keeps asking for $210
(because its in extended support???) and was wondering if anyone came up
witha clear solution. I've tried completely removing antivirus and then
isntalling and that did not resolve the issue.

For your future reference - you should provide more information about your
issue, specifics about the system and what you have actually tried (although
the removal of the AntiVirus software and trying it that way is interesting
and sort of informative - it doesn't really tell anyone where you got this
information...)

As far as your system:

You can obtain and supply the edition and version information:

Start button --> RUN
(no "RUN"? Press the "Windows Key" + R on your keyboard)
--> type in:
winver
--> Click OK.

The picture at the top of the window that opens will give you the general
(Operating System name and edition) while the line starting with the word
"version" will give you the rest of the story. Post _both_ in response
to this message verbatim. No paraphrasing - instead - ensure
character-for-character copying.

What version of Internet Explorer are you currently using? Easy to find
out. Open Internet Explorer and while that is in-focus, press and hold
the "ALT" key on your keyboard. With the "ALT" key still pressed, press
(just once, no holding) the "H" key. Now, with the "ALT" key still
pressed, press (just once, no holding) the "A" key. That will bring up
the "About Internet Explorer" window. It will give you the exact version
you are using - repeat what you see there in response to this message.

With that information in hand - perhaps someone could do more. Barring
that...

You say you are trying to install this:
MS09-012: Description of the security update for Windows Service Isolation:
April 2009
http://support.microsoft.com/kb/956572

Have you been trying since April 2009?

Did you go through the list of 'known issues' from the article above?

When you say, "also tried to file a "free" support request", do you mean
this(from the article above)?
