You probably intended to write
"Just put a shortcut to the *folder* into the C:\Documents and Settings\All
Users\Desktop folder".

All you need to do is create a shortcut to the folder in the
C:\Documents and Settings\All Users\Desktop folder. Being that all the
users are on the same machine there is no need to share the target
folder, you just need to adjust the permissions on the target folder to
allow others access to it.

Disable Simple file sharing (Folder Options ->View) and then right click
on the folder and select Properties and click on the Security tab and
make sure that the the users have sufficient permission on the folder
and its contents.
