I believe the TrayApp is connected with HP printer software. Try not
allowing the Digital Image Monitoring program to load at startup. You
can use msconfig for this.

I questioned about Norton because they have that error number: error
message which is due to a failed install and the OP's error mentions the
installer not continuing. Was a possibility before the mention of no
Norton, but may be one for others in the future.
