Iam using an administrator account which is also a member of domain
local group on the domain. I have used delegation control wizard in
system manager and added this account to full exchange administrator.

Are there groups named "Exchange Domain Servers" and "Enterprise
Exchange Servers" in the Users container? Are they Global Security
