The Paradox database app does this, i.e. allows the user to define
his own label formats, and always enabled this since version
3 or 4. Improved Windows coding makes fine adjustment of labels
(printing zone accurate to finer than a tenth of an inch) much easier
in Paradox 10 than it used to be in Paradox 7.

I have used WordPerfect and it predecessor for 30 years doing any size
label you can think of.
