You didn't state the context, but generally speaking with audio, the
Aphex Dominator is about as good as it gets:

I was sure there was a "nuke" setting on it which turned it into a brickwall
limiter. Having looked it up on the web I must be getting it confused with
another unit. My bad.

In that case, Aphex Dominator is probably the best bet.
