Don't think this is it, since (1) the firewall settings haven't changed, and (2) other machines on the same network can execute this same code and function (but they aren't running OS X Server 10.6.

I've tried many different external and local web sites, and they all fail.

The thing is, the file_get_contents() fails the same way on local URLs -- that is, web sites hosted on the same machine. Or even using the machine's own IP address.
