Windows XP Home + SP1 + all updates except SP2
with IE 6.0.2800.1106.xpsp2 ...
admin account plus 3 user accounts

In _one_ of the user accounts (only), _every time_ IE is
started msiexec.exe runs, a small window comes up titled
"Windows Installer", then a small window titled "MicroSoft
Money 2002", then an error message window that says "error 1706.
No valid source could be found for product".

In addition to when IE is started, this error occurs
_every time_ a website opens another IE window.

I believe that MS Money 2002 was bundled with this HP PC
at time of purchase and that some files were deleted at
some point, but I can't see a difference in the user accounts.

On the MS IE support page, a search for "error 1706 money"
says to edit the registry for Installer, etc. I did that
and now, only on that one account, it says to load the
MS Money 2002 CD. Which doesn't exist because it was bundled.
Any ideas?

A poster in another newsgroup had the solution for this.
Go to support.microsoft.com. Enter Q290301 in the search
window. Bring up "Q290301, Windows Installer CleanUp Utility".
Download, install, and run this utility. Use it to delete
Microsoft Money.
