We can set it up our signature no problem in Outlook but in OWA we get a pop up 'Your
signature exceeds the max size allowed please reduce its lenght or formatting
before you save again'
Can you point me in the right direction to change the size limit?

You can change the setting through the OWA admin tool which is supported on
SBS 2003. Make sure the URL to access is https://servername/OWAAdmin
