I would like to have a spreadsheet that once the user inputs the number of
lanes and the individuals racing, a racing schedule would be produced. The
goal of this schedule would have every car race against every other car
(throughout the night) and race on every track approxiamately the same number
of times.

Example there are 24 racers and a six lane track, the first four races (for
ease of this example) could be

01 02 03 04 05 06
07 08 09 10 11 12
13 14 15 16 17 18
19 20 21 22 23 24

the next four races might be
06 11 01 08 15 22
05 12 02 09 16 23
03 10 17 24 13 07
14 04 11 18 19 08

is this possible?
