It would appear that English is not your first language.
Your question is difficult to understand.

If you are logged on as "User" without administrative privileges, you will not be able to install
software or make system changes.
That is the way a "User Account" is intended.

You need to either log in as the Administrator, or you have to create a new user account with
administrative privileges.

You do not say if this is a personal home computer or a computer you use at a business.
If a personal home computer, go into the safe mode and log in as Administrator and create a User
account with admin privileges.
If this is a business computer, call your IT department for help.
