SPAM a website that sells electronic/pcb stuff on a communications
thread (not noticed anywhere else) with the title that questions their
isp's performance.

I dont think so, but you may.

BTW, my first guess is something has stopped the website because PCB
could be a drug like PCP?

The site works for me (Iprimus)?
A friend in New Zealand went to a Internet cafe because I told him
about VOIP which is now used by many industries in Sydney and not many
people even know (its a lot cheaper). Told him to check out "Naked
DSL" and couldn't because NZ have a (secret unannounced) filter in
place and the word naked is apparently on the filter?
The Australian filter is a nonsense IMO has nothing to with
pedophilia, terrorism or whatever the scare tactic used to justify it.
When one goes to China and shortly Australia most sign up with a
annoymous web server
