Did you even check what configuration options (properties) were
available for the Windows taskbar?

Right-click on and unused portion of the Windows taskbar, select
Properties, go to the Start Menu tab.

At this point, you'll have to decide which format you opted for the
Start Menu, something else you didn't mention. For the Classic Start
Menu, click on Customize and enable "Scroll Programs".

Thanks, unchecking "Use Personalized Menus" did it.
