I'll chip in with a wild guess: are you trying to install from an encrypted
folder, or is your temp folder encrypted?

I know from experience that some installers won't work if run from an
encrypted folder. I don't remember the exact error message anymore, but it
was something to do with not having the right privileges or something of
that nature.

Not yet, but it's worth a shot !

Already set to "allow" (although for some reason it still asks)

Yep, been there, done that - it was the first thing I did before
trying to install the first time :-}

'fraid not - i've never used an encrypted drive / folder, as I know
how much more awkward it makes emergency data recovery !

Getting desparate, you might try to see if you can install this driver
in a dual boot that has a clean OS. If it works, then you know you
have a software conflict in the first OS. If not, then likely a
hardware error.

Colin, when you do solve this, can you tell us what it was? I'd like
to learn by it.
