I've concluded that it must be faulty on 1800Mhz as Steve suggested. If it
were lost/stolen there shouldnt be connectivity on Voda and O2.
The seller has agreed to have it back so watch out if buying a 6210 on eBay
next week!

then the nhandset has been lost or stolen and there is no way you can
get that unlocked.
