Another for what's worth post/follow up:

I successfully installed and used FP2K on Win7 Home Premium and now do
not encounter the problems I outlined below.

The only suggestion I may have for the original poster: When
installing, do a Custom Install and check "Not Available' on the
option to install the Personal Web Server and server Admin panel.
