I am running Vista, and my INI file looks like:

and it is located in the c:\windows folder.

I'm not sure what version of Quicken (or Windows) you are
running, but for Q2008 and Q2009 on Windows XP, there is a
Quicken.ini (in addition to QUSER.INI): it's just where Intuit
said it would be.

I had no trouble finding the file, and it does contain an
"[INTERNET]" section.

Make sure you looked in the "All Users" folder and not in the
folder for your Windows user (which is where QUSER.INI resides
for Q2008 and Q2009 under Windows XP).

If you're using Vista, I can't provide any further assistance,
but perhaps others here using Vista can help.

There are multiple Quicken.ini files, the one you want is in the
C;\Program Data folder and it should look something like this:

That is all and well fine, but I do not SEE a programdata folder....so
unless I can find the root I can drill down to ProgramData\All
Users\Application Data\Intuit\Quicken\
