In the left hand side I have two sets of personal folders, the new one and
the old one. I transferred everything from the old inbox and sent box into
the new ones. There's no sign of a contacts folder.

Hit Ctrl-6. Do you see the contacts folders now?

Pwehaps because you're using the Mail view of the Navigation Pane. Use the
Folder List or Contacts view.
