Able to send emails and even receive some spam emails in Outlook Express,
but mysteriously unable to receive emails from family members.

[Note: Recently reformatted hard drive and reinstalled Windows XP, SP3,
Outlook express 6.0, Internet Explorer 8 and installing various types of
software.
Internet connection and other email services work OK]

TEST 1 Outlook Express sent to two other e-mail services in my name; succesful
TEST 2 Reply from same other e-mail services in my name to Outlook Express ;
also succesful
TEST 3 Sent out various e-mails to family. They claimed to have pressed SEND
on replies, but none arrived. (None of them are blocked messages so cannot
think why)

What have I missed or done wrong? Please advise

Contact the company who is maintaining your email account. Your
Outlook Express only reads what is in this account. Several companies
(know commonly as Internet Service Providers (ISP)) can also ad "SPAM"
email filtering. Several times, these "SPAM" filters can be set too
high and blocks every incoming emails.
