I understand I will require a Windows 2003 External Connector Licence
for users(external clients) accessing our Windows 2003 terminal
services/Citrix systems, can you please confirm are User/Device CALS
still required?

No, if you have bought adequate number of External Connector licenses then
you needn't buy Per User or Per Device Separately.
