Yes, you can but only the licenses of the same or lower version that the
version of license server.

E.g. you can install Windows Server 2003 TS CALs on Windows Server 2008
license server but not Windows Server 2008 TS CALs on Windows Server 2003
license server.

A lot of vendors make the claim that you can call Microsoft with a 2008
license and have them "downgrade" them to work on a 2003 server.

Yes, you can do that. After downgrading, your license will be a Windows
Server 2003 TS CAL and hence can be installed on the Windows Server 2003
license server and can be issued to a client coming from Windows Server 2003
TS only.
