Blocked, not Locked.

And now that we know they cannot *save* an attachment in Outlook Express and
it is really not a Windcows XP problem (din't think XP had that feature -
thought it first appeared in Vista) - it's pretty simple to fix.

Which is similar to what the OP quoted later in this conversation when they
finally pointed out it was Outlook Express blocking the file (actually
attachment to an email)...

Tells them how to unblock access to said attacment (or at least work-around
it.)
