Not much information to go on. Are those options greyed out or do you get
some kind of an error message?

You could try a system scan (Start, Run, type SFC /SCANNOW) or even
reinstall the Help and Support Center.

"Add to Favorites" is greyed out. "Locate in contents" says its only
available through index. Also, "Index" was disabled but I managed to fix it
through registry. However, everytime I reboot computer, I have to go into
registry to fix the "Index" again.
