I have two windows that pop up and the window asks if I want to give
permission to allow or dont allow. one window says Name:cse.exe,
publisher:Micorsoft corp. The other window says Name:dw20.exe,
Publisher:Microsoft.net\Framework\v2.0.50727\csc.exe

What's generating the popups? In other words - not just in the main part of
the window asking you the question, the whole thing (*like the top-most left
area, does it say "User Account Control" or anything?)

Is this a third party firewall application? Third party antivirus
application?

In your Internet searching for the executables - what have you found?

Example searches:
