Which prompt box? What do you do to get it and where did you see "target"?

In edit mode, you can't. As n00b mentioned, mouseovers and clicks only work in
slide show view.

To add a mouseover that works there, select the text you want to apply the link
to, then on the Insert tab, Links group, click Action to open the old familiar
Action Settings dialog box. Add your hyperlink there (in the mouseover tab).
