Where is the 'Edit Message' command? I simply want to edit the message before
I forward it. There is no Edit command like I had in Outlook 2002 and 2003.

There's not one. You click 'Forward' first which creates a new message based
on the existing one in which you can add your own message. 'Forward' does
not cause the message to be sent.

Open the received message in the Inbox, click "Other Actions", "Edit
message".

There is an edit command - open the message, Actions button on the Message
tab, then Edit message. Save then forward as attachment. (If you forward
inline you don't need to edit it before forwarding.)
