From a practical standpoint, for someone who will spend most of their
time checking email, surfing the web, and writing the occasional Word
document, does it matter whether they have a discrete video card or if
the graphics are integrated with the motherboard?

Does it make a difference if the PC needs to last 5+ years?

No. Just make sure you have ample memory. Onboard grahics
are just fine for all 2 D uses.

Yep, be mindful of onboard graphics as they always leech off of system ram.
