I'll give it a try. I also have FPSE from the FP 2002 CD.

I notice there is a step I may have missed....I had not stopped the IIS
before installing FPSE.

Well, getting frustrating now. I removed and reinstalled XP virtual mode.
Installed the IIS that is contained in XPVM. Went to the Administrative
Tools and "stopped" the IIS Admin. Then installed fpse02_x86_ENG.exe.
Installation marked as successful. I installed the two security patches you
mentioned. I did note that no server extensions appeared in the
Administrative Tools or Services running. I restarted IIS. The only sign I
could see of the FPSE was shortcut to SharePoint Administrator. Clicking on
that said that I did not have sufficient privileges.

Any ideas about what I am missing?

- when you created the XP virtual did you create a user account with a password and admin privileges
(not sure if XP virtual supports user accounts with passwords)

I have just installed extensions on IIS in Windows XP mode:

Open XP Mode - Start->All Programs->Windows Virtual PC->Windows XP Mode
When XP mode opens you will be logged in as an Administrator (default
setting)
Start->Control Panel->Add or Remove Progams
Click Windows Components
Click Internet Information Services and click Details button
Click FrontPage 2000 Server Extensions
Click OK, Click Next and follow screen prompts

Check these are installed using Control->Panel->Administrative Tools->Server
Extensions Administrator
Now install the FP2002 extensions
Double click on fpse02)x86_ENG.exe and follow the prompts.
Check these are installed by configuring them using
Control Panel->Administration Tools->Microsoft SharePoint Administrator
Click on Admistration link for the Default web site
Click "Change configuration settings"
Change email settings as required - see
http://www.rxs-enterprises.org/fp/b/smtp/
Change Tune For: dropdown to 100-1000 pages
Change Include File Cache and Image File Cache to 64 documents/images
respectively
Click Submit
Close the browser.
Install security patches in the order:
kb813880
kb911831
restart the virtual machine after each patch is installed.

Using the above I had no problems in installing the 2002 extensions.

I suggest uninstall FP2002 extensions, uninstall FP2000 extensions and start
over as above.

Stefan's question reminded me - when I set up the xpmode I chose (or
changed) the password to my choice, and I may have changed my status to
Administrator, but I think this is the default for the XPmode user. When I
installed and configured the extensions I was not asked for a password.

Check your account settings in
Control Panel->User Accounts
