Try this Leave the HD Completely out and put the CD in (It should BOOT to CD or ask you to hit a key) It should find the CDRom and Boot to it. If it doesn't find your CDROM and you've changed the BIOS to boot from the CD then you have some how fix that to try the fix. On the others? You said they have replaced the HD already? Seems a little extreme.. They couldn't boot from a CD either?
