PLA replacement C16

correct way of lowering MEMSIZ from M/L?
Hi, I want to load a M/L "stub" into RAM - the stub is too big to fit into $c000-$cfff so I am loading it in to $4000 I thought I could just reduce MEMSIZ ($37/$38) and call CLR but after doing that, I get a "?OUT OF MEMORY ERROR" whenever I try and add a line of BASIC text. 3 - 16k binaries on an 27C512 Eprom.
I am trying to make a 3 Kernel ROM adapter for the 64C. It requires a 27C512 eprom because each part is 16k in size, (Basic 8k/Kernel 8k) 49512bytes in size total.
