I just installed Outlook Live on the same computer as OE. I cannot import from OE to OL. How do I clear the MAPI Spooler?

Incoming Server
I'm working with Microsoft Outlook 2003 XP. My ISP is with Comcast. My incoming server is rejecting my incoming mail. It says that it does not recognize my user or login password.
